Motorways show road ahead for sales of state assetsBy Stefan Wagstyl Published: November 30 2009 17:02 | Last updated: November 30 2009 17:02
As Slovenia looks for ways of managing its economy through the financial crisis, even its highly-prized road system is on the block.Ljubljana is privatising the operation of its state-run motorway network in a €3bn deal to help clear public debt. The government will seek bids next year for a 30-year contract to manage Dars, the 600km toll-based system, which would involve the operator taking on the motorway agency’s debts.“It’s a win-win approach,” says Mitja Gaspari, minister for development and European affairs. “We get a good operator into the market, less public debt and well-maintained public highways.”The motorway plan is one element of the country’s response to the economic crisis, as it sees gross domestic product drop this year because of declining exports, including sales to the European motor industry. The economy is expected to recover somewhat next year, but Mr Gaspari warns this improvement is being supported by a significant increase in public spending, which was pushing up the fiscal deficit this year to 5 per cent of GDP with a similar increase expected for 2010.As a result, government debt to GDP is set to rise from 23 per cent at the end of 2008 to up to 40 per cent, says Mr Gaspari, a former central bank governor. But the country has no regrets about joining the euro, which it did in 2007 as the common currency’s first ex-communist state. Mr Gaspari says Slovenia’s financial sector was “less vulnerable than it otherwise would have been.”With the help of asset sales, the centre-left government is planning an aggressive deficit-reduction programme that could see the fiscal deficit cut to 1 per cent as early as 2013. “This is very ambitious,” says Mr Gaspari.Slovenia also plans to streamline the management and prepare for the possible future sales of other state-controlled assets, including Telekom Slovenije, and stakes in partly-privatised financial institutions, with NLB, the largest bank, first in line. But Mr Gaspari says disposals will take place only in good financial market conditions. In contrast with other ex-communist states in eastern Europe, Slovenia has long been cautious about privatisation, balancing the need to open the economy against fears that rapid globalisation might swamp the country. But financial pressures, exacerbated by the crisis, may accelerate change.Bankers say it is unclear how much interest there will be in Slovenian asset sales, including the motorways, given the uncertainty in global financial markets. But Slovenia’s membership of the EU and the eurozone will be a plus, they say.Dars, which has 600 employees, runs 592 kilometres of four-lane highways, 155 kilometres of access roads and 31 kilometres of roads serving rest areas. The system links the country with its nieghbours and is very busy with international traffic in summer, with holidaymakers driving from northern and central Europe, to the Adriatic coast. All drivers pay for motorway use with a “vignette” sticker system, which allows unlimited driving from a minimum of a week up to 12 months. The government plans to introduce an electronic system by 2014.
